Overview

Provision of services of a Technical Expert for the Procurement Policy Office under the Expert Skill Scheme. The Mauritius Ministry of Finance invites proposals for one full-time Technical Expert to assist the PPO. Budget is MUR 1,380,000 exclusive of VAT for the initial 12 months, with renewal options up to a total of 3 years. Submissions close 8 July 2026 (deadline per the Procurement Notice) and bids are to be opened the same day (Bidding Document; Procurement Notice).

Requirements

• Minimum qualifications: bachelor degree in Engineering or Quantity Surveying; registration with a Professional Body in Mauritius or abroad; 10+ years post-registration experience.
• Specific contract experience: at least 2 works contracts under FIDIC Conditions and 2 under World Bank General Conditions.
• Public sector experience: working with or for government projects; drafting bidding documents, bid evaluation, and contract management.
• Knowledge: Public Procurement legislative framework, sustainable procurement, and e-Procurement systems; experience in training and capacity building.
• Eligibility: not under Government ineligibility, not on international bank ineligibility lists; not a permanent government employee at bid submission; provide statements on any prior ineligibility or contract terminations.
• Other: foreign candidates must relocate at their own cost (travel support as described in Annex); lump-sum contract with all-inclusive monthly remuneration; duration 12 months with possible renewal.

• Deadline: 8 July 2026, 13:00 local time (Procurement Notice).
• Submission method: one sealed envelope with Technical and Financial proposals; no email submissions; deliver to Ministry of Finance, 14th Floor, Newton Tower, Port Louis (Bid Box) (Bidding Document). Opening at 13:15 the same day; attendance optional.
• Documents to submit: Technical and Financial proposals in one envelope; Form F-1 to F-4; CVs; Annex I–III (as per Annexure 2); original plus copies (the document specifies 1 original and 2 copies for some submissions).
