Overview

Procurement of specialised tactical response services, security business intelligence (SBI) and investigation on an as-needed basis for 36 months. Bidders should be security service providers with PSIRA compliance, ISO 9001-based quality management, CIDB registration, SARS tax clearance (where applicable), and the ability to design, supply, install and maintain integrated security systems across NTCSA grid sites (including NKPs) under Eskom’s Outcome-Based Contracting framework.

Requirements

• 36-month Outcome-Based Contract covering tactical response, SBI, investigations, and integrated security systems.
• Deployment of trained, PSIRA-compliant security personnel, aligned to site risk levels.
• Design, supply, installation, commissioning, and maintenance of IACS and related security technologies; continuous monitoring and rapid armed response capabilities.
• Compliance with Critical Infrastructure Protection Act (Act 8 of 2019), PSIRA, MPSS/Eskom standards; transfer of ownership of installed equipment to NTCSA on installation.
• Innovation, technology roadmap, measurable cost-efficiency gains, and KPI-driven performance management.
• Subcontractor/third-party governance with consequence management for non-performance.
• Quality and procurement assurance: ISO 9001-based QMS (per Eskom Supplier Quality Management spec), QCP/ITP processes, and relevant Eskom and regulatory standards.
• Returnables and registrations: CIDB, CIDB proof; Tax clearance where applicable; SBD forms; Local Content declarations; PPPFA compliance; NDR/SARS verification where required.

• Submission: Electronically via Eskom e-tendering by 24 July 2026 at 10:00 (closing). Clarification meeting 6 July 2026 at 10:00 (non-compulsory) via Teams (see ITT for joining details).
