PROVISION OF SUPPORT & MAINTENANCE SERVICES FOR THE INCIDENT COMMAND CENTRE (ICC) FOR A PERIOD OF THREE (3) YEARSClosed

Overview

Procurement of ongoing support and maintenance for Kouga Local Municipality's Incident Command Centre (ICC) for a period of three years, including a Backup Security Operations Centre (SOC) and related AI, video wall, and infrastructure management. Suitable bidders are ICT/security integrators with HikCentral/HikVision experience, video-wall deployments, SAIDSA and PSIRA compliance, strong networking skills, and proven project delivery in similar security ICT environments.

Requirements

• Demonstrated expertise with HikCentral Professional and video-wall configurations (minimum 5 years; 3 reference letters) and capability to migrate to a larger HikCentral server with SOC redundancy.
• SAIDSA accreditation and PSIRA certification where applicable; SAIDSA COC for security installations.
• Technical capacity to support 300+ CCTV cameras, 16-TV video wall, 9x46" SOC screens, and a mirrored, HA-enabled ICC/SOC infrastructure with real-time failover.
• Compliance/documentation: Tax clearance PIN, Central Supplier Database (CSD) number or proof, Municipal billing clearance, certified IDs, and latest audited financials if applicable; Project implementation plan if required.
• B-BBEE qualification with sworn affidavit/certificate; preference points for locality within Kouga/EC region.
• 36-month commercial model with rent-to-own CAPEX structure, including maintenance, insurance, and required training.

• Registrations/pre-qualifications: Tax compliance PIN, SARS e-filing option acceptable; CSD PIN or number; Municipal services/clearance; SAIDSA/PSIRA where applicable.
• Briefing session: Compulsory virtual clarification on 23 June 2026 at 10:00 via Microsoft Teams (link provided in the tender documents).
