Provision professional engineering

Overview

Provision of professional engineering services in respect of the DSW Shongweni Landfill Site. Open to professional service providers with solid waste management, landfill design and development expertise, CIDB PSC registration, and capacity to update the Landfill Master Plan and 3D Airspace Model, plus regulatory/compliance, procurement support, and site monitoring over the project lifecycle.

Requirements

• CIDB registration and status for PSC (professional engineering services).
• Registration on the National Treasury Central Supplier Database (CSD) and the eThekwini Supplier Portal; access to the JDE ESP system.
• Tax Compliance PINs and, if applicable, B-BBEE certificates; CIDB status verified via CSD; risk of JV certifications if forming a JV.
• Audited financial statements if tender value exceeds R10 million (incl. VAT) and disclosure of past contracts (MBD forms).
• Municipal rates and taxes clearance; no undisputed arrears unless formalised arrangements exist.
• Tender validity for 12 months; 80/20 price preference per SCM Policy; compliance with returnable documents and contract data.
• Compulsory clarification meeting attendance; email queries by 2026-10-29; Q&A posted by 2026-11-05 (see documents for exact process).
• Documents to submit include standard tender forms, JV agreements (if any), and pricing data (see attached BOQ).

How to Apply

• Obtain documents from National Treasury eTenders or the eThekwini website (Document references: 36593-6W Tender Document.pdf; Pricing data: 36593-6W Shongweni Excel BOQ.xlsx).
• Attend the Compulsory Clarification Meeting: 19 October 2026 at 10:00 (22 Electron Road, Springfield).
• Submit Tender: hard copy to The Tender Box, 166 KE Masinga Road, Durban, and electronic submission via the eThekwini JDE System (ESP Module) by 13 November 2026 at 11:00. Hard copy submission is required for validity.
• Queries: email Mnqobi Mkhize (by 2026-10-29); Q&As to be posted by 2026-11-05.
• Pre-qualification: ensure CSD, Supplier Portal, CIDB PSC, tax PINs; consider JV requirements if applicable.
• Pricing: complete pricing data in the attached BOQ and note that VAT is shown separately; rates fixed for contract duration.
• Documents to submit: Returnable Documents, forms, and certificates as per Tender Data; sign originals and copies; comply with packaging rules (see Part T1 for details).
