Overview

Procurement of office space and parking on a five-year lease for the CCMA Johannesburg office, including tenant installation and security specifications. Bidders should be landlords/property developers able to lease ~2,928.6 m2 in Marshalltown, provide extensive tenant installation (TI) and bespoke security/IT infrastructure, and meet regulatory and CIDB requirements. Suitable bidders include those with CIDB-registered TI teams, PSIRA-compliant security, and the capacity to supply 50 parking bays (21 on-site including 1 disabled, 29 off-site within ~100 m).

Requirements

• Building with 2928.60 m2 GLA in Marshalltown; occupation 01 July 2027; not a heritage building; consecutive floors if multi-story.
• Ownership/mandate: bidder must prove ownership or provide a written mandate from the owner; no sub-letting.
• Compliance docs: Occupational Certificate and a structural integrity report (not older than 12 months); CCMA must verify these.
• Parking: total 50 bays (21 on-site including 1 disabled; 29 off-site within 100 m).
• Security and safety: 24/7 Grade C guards, biometrics access, CCTV, CCMA-owned walk-through detectors; PSIRA, COIDA compliance; fire and emergency systems; alarm and generator backup in place.
• Tenant Installation: landlord-funded TI with two BOQs (base build + TI), signage, internal fit-out, and amortised TI costs within rent; TI scope to meet CCMA specs.
• IT/Infrastructure: server room, double trunking, cabling, appropriate HVAC, dedicated CCMA metering; CCMA-owned UPS; dedicated IT-access arrangements.
• Documentation/Registration: valid Tax Clearance PIN, CSD Master Registration Number; SBDs (Annexures 2–8), BBBEE, latest financial statements, JV/consortium docs if applicable.
• Evaluation: mandatory compliance; functionality (phase 1 CVs/references) and site inspection (phase 2); price/ownership (phase 3) with 80/20 weighting.
