Overview

Provision of an excess waiver for vehicle insurance cover for approximately 200 vehicles over 18 months (01 Oct 2026 to 31 Mar 2028), issued as a merSETA RFQ. Suitable bidders are insurance brokers/insurers with fleet risk coverage capabilities and related regulatory compliance (CSD, BBBEE, VAT).

Requirements

• Must be registered on the National Treasury Central Suppliers Database (CSD) with a valid number.
• Tax matters in order; reflect tax status on CSD; provide tax clearance as applicable.
• Complete and submit the official merSETA forms: SBD 4, SBD 6.1, and SBD 7.1; use the merSETA pricing schedule; provide pricing that is firm and VAT inclusive.
• Include BBBEE documentation (certificate or affidavit) and any other certification required by the specifications.
• Prices must cover all related expenses (e.g., delivery/administration) and be valid for at least 60 days from closing.
• Apply the 80/20 Preferential Procurement system; provide documentation to claim specific goals (e.g., ownership by Black/ PwD, etc.).
• merSETA may award to more than one supplier or part of the quotation; may conduct site/ documentary verifications.
• Payment terms: invoices paid within 30 days of a substantiated claim.

How to Apply

• Submission deadline: 21 September 2026 at 12:00; late submissions will not be considered (RFQ/FAC/26/27/148(1)) (see RFQ document for details).
• Submit by email to: quotations@merseta.org.za; include the RFQ number and description in the subject line (document references: RFQ -PROVISON FOR EXCESS WAIVER.pdf).
• Required returnable documents (per the RFQ): completed RFQ forms, CSD number, pricing schedule, SBD 4, SBD 6.1, SBD 7.1, BBBEE documentation, tax/compliance status, references, and any other mandatory documents.
• Clarifications: SCM and technical enquiries handled by merSETA contacts listed in the RFQ (see attached document for names/emails).
• Documents to submit: pricing schedule (firm prices for two lots), SBD forms, and any certification required by the specification, as noted in the attached RFQ.
