Overview

Procurement of a panel of service providers for mechanical repairs and maintenance of Alfred Duma Local Municipality’s fleet and equipment for three years. Bidders must be suitably qualified organisations/consortia under Section 83 of the Municipal Systems Act, with capacity to perform across 37 repair categories, including on-site and workshop work, and to operate under a Service Level Agreement (SLA). Bids emphasize local presence (Alfred Duma area) and compliance with HDI ownership targets.

Requirements

• Evaluation uses 80/20: price (80) and Ownership as a Specific Goal (20). HDI ownership verification via CSD and BBBEE; location in Alfred Duma area yields RDP goals points (15/20).
• Mandatory documents/certifications: memberships or accreditation with specified associations ( Automotive components manufacturers Association; Engine Remanufacturers Association; Motor Industry Workshop Association; South African Diesel Fuel Injection Association; Retail Motor Industry Federation; Tyre Dealers and Fitment Centre Association).
• Additional prerequisites: CSD registration; BBBEE certificate or sworn affidavit; up-to-date municipal rates/water statements; Joint Venture details if applicable; proof of qualifications for artisans/workers; proof of prior similar projects (minimum R20,000 per project) with reference letters.
• Demonstrations/inspections may be required; attendance and compliance with returnable documents are mandatory.
• The contract includes a 12-month parts warranty and 6-month labour warranty; penalties for delays; SLA negotiation within 14 days of acceptance.
• Bidders must meet workshop/equipment/tooling requirements per category (Parts of Part B/Scope of Work) and be able to demonstrate capacity to carry out repairs in-house.
