Psychometrics Assessment for Competency, Leadership & Potential Capability profiling of candidates. Assessment for Talent Development Programmes - External Bursars, Graduates, Learnerships and Apprenticeships

Overview

Psychometric and competency assessment services to support Rand Water’s Talent Development Programmes (external bursars, graduates, learnerships and apprenticeships), including 9-Box talent plotting, reporting, feedback sessions and comprehensive candidate/manager reports. Bidders should have HPCSA-registered psychometrists/psychologists and proven capacity for large-scale assessments. The RFQ awards to a single supplier, with electronic submission, closing 3 November 2026 and a 90-day validity period.

Requirements

• Proof of current HPCSA registration for Psychometrists and Psychologists; CVs for the project team; ≥4 Psychometrists and ≥2 Psychologists.
• Minimum 10 years’ proven experience in psychometric and capability assessment; references (≥3 letters) from similar projects in the last 5 years; experience with organisations of ~3,500 employees.
• Test batteries and assessments aligned to HPCSA standards; provision of 9-Box talent plotting, leadership capability/role-fit and emotional intelligence profiling; reporting (14 Business Unit reports plus group report).
• Equipment/IT capacity (test batteries, software) and project delivery capacity; credible work breakdown/schedule.
• Compliance documents: SANAS B-BBEE certificate or sworn affidavit (EME/QSE) or the dtic B-BBEE certificate; Company Resolution Letter; SBD4 (Declaration of Interest).
• VAT registration if applicable; prices must include taxes; no advance payments; insurance (professional indemnity).
• Confidentiality, compliance with laws, and risk/penalty provisions; termination rights and warranties (12 months for goods/services).
