QCTO Intranet Revamp / Revival Specification (SharePoint-Based)Closed

Overview

Procurement of a revamp/revival of QCTO’s SharePoint-based intranet to a modern, secure digital workplace. Bidders should have deep Microsoft 365/SharePoint Online expertise, information architecture, governance, content migration, training, and security/compliance capabilities; the project includes training, post-go-live support, and governance setup.

Documents indicate a 12-week delivery window, training for 7 staff, and deliverables such as a structured intranet with News, CEO Speak, Circulars, and a Systems & Links repository (Terms of Reference Intranet.pdf). Preference points are available under the South African PPP framework (SBD 6.1).

Relevant qualification emphasis: SharePoint certifications, 5+ years’ experience, and a strong portfolio with references (see Evaluation). References and governance/POPIA compliance are required.

Requirements

• SharePoint Online / Microsoft 365-based intranet with modern pages, web parts, templates; minimal custom code; desktop and mobile compatibility.
• Information architecture: structured homepage, Departmental sections, central Quick Links, clear navigation, breadcrumbs.
• Core features: content management workflow, role-based access, News, CEO Speak, Circulars repository, Systems & Links repository, search.
• Security & governance: MS 365/SharePoint security standards, version history, auditability, POPIA compliance.
• Training/Knowledge transfer: minimum 7 staff trained; cover backend admin, content editing, publishing, permissions; 6 months post-implementation support.
• Content migration: cleanup, migration, archiving, link validation; validate after migration.
• Deliverables: fully functional intranet, defined site structure, configured sections, updated repositories, trained users, guides, post-handover support.
• Evaluation: 100 points total; minimum 80/100 to qualify; emphasis on prior SharePoint experience, methodology, Lead Consultant qualifications (certifications + 5+ years), and a portfolio of 4+ intranet implementations.
• Project duration: 12 weeks; maintainability by QCTO staff post-handover.
• Additional: maintain branding, prevent over-engineering, and ensure governance.
