Overview

Procurement of renewal, maintenance and support for Sage Business Online revenue and debtors reporting licenses for the Eastern Cape Department of Public Works & Infrastructure. Bidders with ICT/ERP licensing renewal and Sage Business Online expertise, system administration, userAccess, backups, and change-management capabilities should consider bidding.

Requirements

• Renewal of annual subscription for Sage Business Online: 9 licences for 12 months (Revenue Management unit), including access to standard functionality and supplier updates (see pricing schedule).
• Maintenance and support services capped at 40 hours during the contract period, covering: user administration, access management, password administration, user profile amendments, backup/restoration reporting, change management, and user terminations.
• Tax and registration compliance: tax clearance, SARS PIN (or CSD number if no TCS), VAT registration if applicable; separate TCS for consortia/JV members.
• Bid documentation: complete SBD forms (SBD1, SBD3.1 pricing, SBD4 declaration of interests), Annexure A (Resolution to Sign), SBD6.1 (specific goals), and any required annexures.
• Evaluation: PPPFA 80/20 with 20 points for specific goals; compliance with administrative requirements in Phase 1, followed by Phase 2 PPPFA evaluation (documented in SBD forms and annexures).
• Brand-name note: substitute with equivalent or better where specified.

• Submission window: download bid documents from www.ecdpw.gov.za/tenders starting 06 October 2026; closing 09 October 2026 at 11:00 (HO5-26/27-0037).
• Submission method: sealed bid envelope deposited in the bid box at the Department of Public Works & Infrastructure, Qhasana Building, Ground Floor, Bhisho (or courier drop to the bid box prior to closing).
• Documents to submit (at minimum): SBD1 Part A/B, SBD3.1 pricing schedule (firm prices, 9 licences), SBD4 disclosure, Annexure A (Resolution to Sign), SBD6.1 for specific goals, VAT/Tax details, CSD or SARS TCS PIN, and evidence of authority to sign.
• Registrations/pre-qualifications: Central Supplier Database (CSD) registration; tax compliance status (SARS PIN); VAT registration if applicable.
