Overview

Procurement of a Graphic Designer Creative Suite Software to the Eastern Cape Department of Public Works & Infrastructure. Bidders should be software vendors with at least 3 years’ experience in graphic design software, able to supply licensing, deployment, training and ongoing support; must meet tax/compliance (SARS, CSD) requirements, and may claim preferential points (PPPFA 80/20) including location-based goals (Eastern Cape).

Requirements

• Core software components (mandatory): Vector design (Illustrator or equivalent), Image editing (Photoshop or equivalent), Layout/publishing (InDesign or equivalent), Video editing/post-production (Premiere Pro or equivalent). Equivalents allowed (brand names not binding).
• Training and support: user training, helpdesk/escalation, manuals.
• Experience: minimum 3 years in supplying graphic design software; at least one reference letter confirming delivery of creative suite software, licensing/management, deployment and support.
• Compliance and documentation: complete and sign SBD forms (SBD1, SBD4, SBD3.1 pricing), Annexure A (Resolution to Sign) if applicable, and submit tax/CSD/VAT details as required.
• Procurement rules: two-stage evaluation (Administrative Compliance, then PPPFA 2022). Points for price (80) and specific goals (20); bidders must provide proof for specific goals (e.g., locality within the Eastern Cape).
• Brand-name note: specification allows equivalent products if they meet or exceed requirements.
• Contract terms: bid validity, performance/security provisions, and other GCC/SCC conditions apply.

How to Apply

• Obtain bid documents from the Department’s tender site (Tender Document) and use official forms.
• Submit sealed bids in the Bhisho bid box (Ground floor, Qhasana Building) by the closing time/date: 05 October 2026 at 11:00 (see Tender Document) — deposits via courier must be delivered to the Bid Box, not to officials (Tender Document).
• Include:
  • SBD1 Part A and Part B, SBD3.1 Pricing Schedule (firm prices), SBD4 Declaration, Annexure A (Resolution to Sign) if applicable, and SBD6.1 for specific goals (if claiming).
  • Tax compliance evidence (PIN or SARS TCS), CSD number if no TCS, VAT registration if applicable.
  • At least one client reference letter covering delivery of creative suite software, licensing/management, support, and deployment.
