Overview

This open tender seeks a service provider to render cleaning services for the Department of Public Works & Infrastructure at the Contact Centre, Bisho Massacre Memorial Heritage Centre, Bisho, for twelve (12) months. (Tender Document)

Requirements

• Phase One: Administrative compliance including original forms, SBD1, SBD3.1 pricing, SBD4 disclosure, Annexure A, and proof of minimum criteria.
• Minimum experience: at least 3 years (with testimonials).
• Professional associations: must be a member of the National Contract Cleaners Association (NCCA) or BEECA or CASA with valid membership proof.
• Registrations and tax: must be registered on the Central Supplier Database (CSD) prior to award; tax compliant with SARS PIN or CSD alternative; VAT status if applicable.
• Staffing and operations: provide no fewer than 5 cleaners; ensure training, PPE, uniforms, identity tags, and security clearance as required; adhere to health, safety and HACCP-style controls; abide by all relevant acts and regulations including UIF/PAYE.
• Insurance and liability: contractor to insure personnel and equipment and indemnify the Department against risks.
• Contract scope and conditions: pricing must be firm; two-stage PPPFA/PPR evaluation; supplier to provide all cleaning materials/equipment; three-year recent experience proof; brand-neutral approach where brands are specified.
• Additional: compliance with SANS standards for detergents/disinfectants and related cleaning standards; CSD/VAT and related pre-qualification clauses apply. (Tender Document)
