Overview

Procurement of the supply, delivery and offloading of absorbents for the City of Tshwane Emergency Services Department for up to 12 months. Bidders should be suppliers/distributors of absorbent products, with ability to deliver across the CoT jurisdiction, comply with CSD and tax/BBBEE requirements, and provide 100% organic, biodegradable, non-toxic absorbents (packaged in 25 L bags) and off-loading labour.

Requirements

• Must be registered on the Central Supplier Database (CSD) with a valid CSD number and/or SARS Tax Compliance Status (TCS PIN).
• Municipal accounts and rates/taxes up to date for the bidder and for all SA-based directors/owners.
• Duly signed MBD forms (MBD1, MBD4, MBD6.1, etc.) with signatories authorized to bind the company.
• Audited financial statements for the past 3 years (or proof not required by law); applicable for tenders > R10m.
• If bidding as a joint venture, provide JV agreements and documentation for all parties.
• Complete pricing schedule; no price corrections with correction fluid; ensure all items are priced.
• Stage 3: comply with 80/20 Preferential Points System (price 80, specific goals 20); provide BBBEE evidence to claim points.
• Deliverables: absorbents must be 100% organic/biodegradable, non-toxic, absorb 4–6 times their weight in oil, packaging in 25 L bags; local preference where possible.

• Submission method: online platform; use official bid forms and pricing schedules; avoid retyping; corrections must be ink-marked and initialed.
• Documents to complete/submit: MBD1 (Parts A/B), MBD4, MBD6.1, Pricing Schedule, BBBEE documentation, CSD summary, Tax PIN/TCS as applicable (see documents).
• Registrations/pre-qualifications: CSD registration and/or Tax Compliance Status; municipal account for bidder and owners; BBBEE status for preference points.
