Overview

The contract is a rates-based maintenance framework for roads and stormwater repairs in the South Central region of eThekwini Municipality for 36 months, to be delivered by two regional contractors. Work will be issued via works orders on an as-and-when-required basis; CIDB 6 CE or higher is required.

Requirements

• CIDB contractor grading designation of 6 or Higher CE (or higher).
• Registration on the National Treasury Central Supplier Database (CSD), the eThekwini Supplier Portal, and the eThekwini JDE system (ESP).
• Tax compliance status PIN valid at tender closing; no undisputed municipal debt; no arrears unless formalised.
• Audited financial statements if tender value exceeds R10 million (incl. VAT).
• Returnable forms: e.g., MBD forms and, if applicable, Joint Venture Agreements.
• Tender validity: offers remain valid for twelve (12) months.
• Compulsory Clarification Meeting: 13 July 2026; questions consolidated and published by 30 July 2026.
• Evaluation uses an 80/20 price-preference system.

How to Apply

• Download tender documents from etenders.gov.za or the Durban website (1M Tender Document.pdf).
• Attend the Compulsory Clarification Meeting on 13 July 2026 at 11:00 at Engineering Training Centre, No.8 Electron Road, Springfield, Durban (Q&A posted by 30 July 2026).
• Register on CSD, the eThekwini Supplier Portal, and the JDE ESP system; obtain login credentials as required (see Tender Data T1).
• Prepare and submit both a hard-copy tender (to the Tender Box, Municipal Building, 166 KE Masinga Road, Durban) and an electronic submission via the JDE ESP system; the hard copy submission is the ruling version (1M Tender Document.pdf).
• Ensure all required documents and returnables are included (SBDs, pricing schedules, CIDB documentation, etc.).
• Submit before the closing deadline: 07 August 2026 (hard copy and electronic); ensure access rights to JDE system are functional before the deadline (1M Tender Document.pdf).
