Overview

RE-ADVERT: Appointment of a service provider to design, manufacture, deliver, off-load, install, test and commission, train and maintain three rolling stock mobile wheel lathe machines for PRASA New Trains. Bidders should be capable service providers with proven experience in rolling stock wheel lathe design/manufacture, mechanical and electrical engineering, project management, quality management, and strong compliance with SA procurement requirements. The project covers depots including Braamfontein, Durban Yard and Salt River, with a 48-month contract (36 months maintenance; option to extend 24 months) and phased delivery.

Requirements

• Demonstrated track record on similar wheel lathe or rolling stock projects.
• Key personnel:
  • Project Manager (Engineering degree or PM qualification, NQF7+)
  • Mechanical Engineer (BSc/BEng/BTech, NQF7+, professional registration)
  • Electrical Engineer (BSc/BEng/BTech, NQF7+, professional registration)
  • Quality Manager (Quality/Engineering qualification, NQF7+)
• Compliance with User Requirement Specification (URS) and provide OEM data sheets; respond to Annexure A requirements.
• Compliance documents: all RFP documentation, SAQA recognition for foreign qualifications, COID letter, SARS tax compliance, CSD registration, SBD forms as applicable.
• JV/Consortium: if applicable, signed JV/consortium agreement or written intent to form one with percentage splits.
• Confidentiality assurances and non-collusion commitments.
• English submission, two-envelope bid packaging, and adherence to tender process rules.

• Submission method: two sealed envelopes/boxes (Volume 1: technical/compliance; Volume 2: financial and specific goals) at PRASA’s tender office.
• Documents to submit: returnable documents including Form D (Certificate of Attendance), SBD forms, Annexures A–F, Pricing Schedule, OEM data sheets, URS responses, JV/consortium documents if any, CSD details, SARS tax pin, COID, etc. (see List of Bid Documents and Annexures in the Master RFP).
• Pre-qualification: CSD registration; tax compliance status; participate via partnership options if applicable.
