Overview

The National Lotteries Commission seeks a suitably qualified service provider to perform a one-off building repair and refurbishment at the NLC Eastern Cape Provincial Office, East London. The work requires CIDB contractor grading designation of 2GB or higher (or a compliant 2GB+ joint venture). The project covers moisture repairs, structural repairs, resurfacing, veranda construction, paving and painting, with an estimated contract duration of about 1 month and a bid validity of 12 weeks (84 days). Bidders should have proven experience in building repairs/refurbishment and provide required compliance documents.

Requirements

• CIDB grading 2GB+ (or JV with combined 2GB+ and lead partner meeting this threshold).
• Proof of CIDB registration and CRS number; ability to supply documents to verify grading.
• Tax compliance: Tax PIN or valid tax clearance; CSD registration where applicable.
• Returnable documents: SBD 1, fully completed Form of Offer, priced Bills of Quantities, SBD 6.1, proof CIDB grading, three reference letters, COIDA, B-BBEE (certificate or sworn affidavit), SCM Consent Form, Declaration of current projects.
• Joint ventures: must be registered CIDB members; lead partner 2GB+ or equivalent as per regulations.
• Site attendance: mandatory compulsory site viewing on 30 or 31 July 2026; sign the attendance register.
• Preference points: 80/20 system with specific goals (Black Owned, Women, Youth, Disability) and documentation to support claims.
• Compliance with POPIA-related data consent process (SCM Consent Form).
• Contract terms reference JBCC Principal Building Agreement (edition 6.2) if awarded.
