Overview

The VOCMA seeks a landlord to lease office space in Bloemfontein for its headquarters for five years. The bid calls for a turn-key leasing arrangement for roughly 1,979 sqm (with potential staff growth to ~146), including space planning, fit-out, and related services. Desired is Grade A or higher space, secure parking (about 89 bays), accessible location near major routes, and the ability to provide a comprehensive SLA covering premises, IT/security, and ongoing maintenance. Occupation is planned to begin in early 2027, with a one-month cost-free occupation prior to 04 January 2027. Bidders should be able to deliver a turn-key TI package and support structures (SLA, ICT, security, etc.).

Requirements

• Building ownership or proof of authority to lease (certified title deed or equivalent).
• Grade A or higher office building in Bloemfontein; occupancy ready by 04 January 2027; one month free occupation prior to that date.
• Turn-key solution capability: provide TI design, cost breakdown (hardware/works), and a Service Level Agreement for ongoing maintenance.
• Location accessibility: easy access to N1/N6/N8/R routes, stand-alone preferred, providing secure, dedicated access; minimum 89 secure parking bays; all-weather accessibility; signage rights.
• Technical/compliance standards: HVAC, UPS, solar/back-up power, server room provisions, network trunking, CCTV/access control, fire protection, lighting, and electrical certificates; compliance with OHSA, SABS wiring, National Building Regulations, and local by-laws.
• Minimum regulatory/contractual: CSD registration or SARS Tax PIN; tax clearance; SBD forms (1, 3.2, 4, 6.1, 7.2), and compliance with PFMA SCM rules.
• B-BBEE: valid verification; specific goals for ownership and local presence as per the tender.
