RE-ADVERTISEMENT: APPOINTMENT OF A SERVICE PROVIDER FOR THE PROVISION, LICENSING, HOSTING, SUPPORT, MAINTENANCE AND ENHANCEMENT OF AN mSCOA-COMPLIANT FINANCIAL MANAGEMENT SYSTEM FOR A PERIOD OF THREE (3) YEARS

Overview

Procurement of a service provider to provision, license, host, support, maintain and enhance an mSCOA-compliant Financial Management System for three years. Open to reputable, experienced, financially sound providers capable of delivering a National Treasury-approved mSCOA-compliant FMS, including licensing, hosting, data migration, training, and related services (Tender MSCOA.pdf). Requirements

• Demonstrated mSCOA implementation experience in Local Government, with appointment letters and reference letters.
• National Treasury-approved mSCOA-compliant FMS, with licensing, hosting, maintenance, upgrades, data migration, training, and business continuity.
• Cloud hosting on the municipality’s cloud (owned by the municipality) with handover at contract end; include security and disaster recovery.
• Compliance with MFMA, GRAP, IT Security policies; data protection (POPI) consent for submitted documents; training and skills transfer.
• Deliverables include data cleansing, interfaces with other systems, monthly support, and documented SLAs; provision of manuals and user training.
• Completion of Municipal Bidding Documents (MBDs) and adherence to 80/20 (price and specific goals) with specific goals for Women Owned and Black Owned entities.
