Overview

Re-advertisement: Appointment of a service provider to provide office space and accommodation for the HSRC KwaZulu-Natal office for a period of nine (9) years and eleven (11) months. The HSRC seeks to lease KwaZulu-Natal office space for ~100 staff, located along the N3/M13 corridor (Sweetwaters to Hillcrest) with a minimum 3000m² GLA, Fibre, backup power, and related facilities. Requirements

• Premises: minimum 3000m² GLA (allow 10% under 3000m², 20% over; max 3 floors); size ~2200m² usable space; consecutive floors preferred.
• Location: KwaZulu-Natal, along N3/M13 corridor within 15 km of these roads; good public transport and amenities.
• Lease terms: Initial 9 years 11 months; renewal subject to funding/performance; Beneficial Occupation 1 Nov 2026; Commencement 1 Dec 2026; Award around 13 Sept 2026; Lease signing around 20 Oct 2026.
• Parking and access: 60 secure bays (no tandem); 12 visitor bays; up to 28 fleet/offsite bays within 150 m; ramps/lifts for accessibility.
• Refurbishment and fit-out: landlord to refurbish; fit-out cost amortized in Pricing Schedule; right of first refusal on space; rent remeasurement on occupancy; no deposit; snag list process.
• Mandatory documents: proof of ownership or landlord contract; zoning extract; load-bearing certification; Occupancy/Electrical certificates; insurance; completed draft lease; space plan; floor plans; Annexure A (Mandatory Disclosure); SAPOA/Rode guidelines; ICT and safety compliance.

• Evaluation criteria (high level): five-stage process including pre-qualification, mandatory requirements, two-phase functionality, site inspection, and price/preference (PPPFA).
