Overview

Appointment of a panel of service providers to supply fuel and lubricants for diesel- and petrol-driven water infrastructure in the O&M Division for a 3-year term. Bidders should be fuel suppliers with filling stations or MOUs across Sekhukhune District Municipality, and must meet regulatory requirements (DMPR licenses, CIDB registration, tax compliance) and participate in the district’s HDI goals framework.

Requirements

• Tax compliance: valid Tax Clearance/PIN (SARS) and, where applicable, CSD enrollment; e-filing if used.
• CIDB registration number and evidence of capacity.
• Licensing: DMPR licenses for fuel distribution (wholesaler/retailer) in one or more of the four local municipalities cited.
• Returnable bid documents: complete the official forms (MBD1, MBD4, MBD5, MBD6.1, MBD7.2, MBD8, MBD9) plus Schedule 1A/1B; sign all pricing pages.
• Proof of filling-station/fuel-depot capability (ownership, capacity, and at least one MOA with a dispensing site).
• Financial capacity: bank rating letter (A–B) or equivalent.
• Compliance disclosures: declarations on conflicts of interest, tender defaulter status, and SCM practices (MBD8, MBD9).
• Municipal accounts verification consent (outstanding municipal charges).
