• Evaluation: Bids assessed by Method 2 (mandatory/compliance, returnables, functionality, price and preference); minimum 60% functionality required (Stage Two)
• Preferences: 80/20 price/points with specific goals (20 points allocated for specific goals; 5-point CSI; B-BBEE Level 1 or equivalent)
