Overview

Lease of space for the development and management of the Passenger Lounge at Moi International Airport (Domestic Departures Terminal); open tender for airport lounge operators with real estate/related services experience. Bidders should have capabilities in lease-based hospitality or lounge operations and meet public procurement, anti-corruption, and tax/compliance standards.

Requirements

• Eligibility and compliance with the Public Procurement and Asset Disposal Act; anti-corruption declarations; no debarment.
• Allowable tender structures: single firms or joint ventures; JV members jointly and severally liable; JV documentation required (Joint Venture Agreement or letter of intent).
• Conflict of interest, transparency, and record-keeping; ability to be audited by the Procuring Entity.
• Tax compliance: valid tax clearance from the Kenya Revenue Authority; compliance with local regulations.
• Tender security: Kshs 500,000, valid for 216 days from tender opening; if security is via a declaration, it must be properly executed.
• Pricing: bids in Kenyan shillings, fixed for the lease term; bids must cover all items in the Schedule of Requirements.
• Origin and eligibility of lease items and related services; conform to technical specifications and standards; provide source of spare parts and after-sales support.
• Tender validity period to be observed as specified in the tender data.

How to Apply

• Obtain tender documents for free from the KAA procurement portal; notify tenders@kaa.ke for clarifications/addenda (see INVITATION TO TENDER in the attached document).
• Attend Pre-Bid/Site Visit on 17/06/2026 at 10:00 at Moi International Airport (see INVITATION TO TENDER).
• Prepare: Form of Tender, Price Schedules, Tender Security or Securing Declaration, Joint Venture documents if applicable, Owner’s Authorization (if needed), evidence of eligibility and qualifications, and any required compliance documents.
• Submit online on or before 25 June 2026 (time stated in the INVITATION TO TENDER) via the eProcurement system; upload technical responses in the Tech Bid folder and financials separately; serialize all pages.
• Tender opening will be conducted online on or after the deadline; bidders may attend virtually by providing an email address for the link (see INVITATION TO TENDER).
