Overview

Procurement of a panel of PSPs to render five multi-disciplinary services (roads and stormwater; water and sanitation reticulation and bulk; water and sanitation bulk treatment plants/pump stations; structural building; contract and project management) for three years on an as-and-when-required basis. Bidders should be professional services providers capable across the listed disciplines, with relevant registrations, professional indemnity cover, B-BBEE evidence, and the ability to meet functionality thresholds. Requirements

• CSD registration and tax compliance (PIN); proofs for foreign bidders if applicable; separate pre-qualification for joint ventures/sub-contractors.
• Compulsory documents: fully completed MBD forms, company registration docs or IDs for sole proprietors, JV agreements if applicable, latest municipal rates/lease where required, etc.
• Professional indemnity insurance minimum: R10 million (for scoring under functionality); proof of company resources (software licenses, devices) and professional memberships (CESA/SABTACO or ECSA for directors).
• Locality proof for PPPFA points (within Metsimaholo, Fezile Dabi, Free State, or outside) with acceptable documents (rates bill, lease, SARS PIN, bank letter, etc).
• Functionality: minimum 25/50 General Functionality; minimum 75/100 overall (General + Discipline-specific).
• Bid integrity: declare no state service links; complete referees’ verification; comply with KYC and anti-fraud measures; 5 referees maximum per form series may be used.
• Panel rules: shortlisted consultants appointed on a rotational, as-needed basis per project; only one discipline per project; follow PPPFA rules.

• Submission: deposit bid in a sealed envelope at Metsimaholo Local Municipality, No 10 Fichardt Street, Finance Building, 1st Floor; closing 9 Nov 2026 at 11:00. Bid fee: R400. Documents at SCM Office, 10 Firchar (see attached docs).
• Mandatory briefing: 15 Oct 2026 at 11:30 (2nd Floor Finance Building, Council Foyer) (MLM 02/2026/27).
• Documents to submit: MBD Forms 1, 4, 5, 6.1, 8, 9; Annexures A–L; Metsimaholo Reference Forms (pages 17–26); CVs or personnel forms; proof of local presence and capacity; CSD summary or number.
• Registrations: CSD registration; SARS TCS PIN or printed TCS certificate; if foreign, pre-award questionnaire.
• Specifics on evaluation: 80/20 pricing with locality points; proof of locality required; ensure the discipline(s) ticked on the functionality form.
