Overview

This RFQ seeks a back-search media monitoring service and analysis report for Joburg Tourism for Q1 (1 July – 30 September 2025), to be delivered by a qualified media monitoring provider. Bidders should be accredited media monitoring agencies with (i) Central Supplier Database (CSD) registration, (ii) SARS tax clearance, and (iii) VAT registration where applicable. Proposals are evaluated on price (80) and empowerment goals (20), with preference for Johannesburg-based and BBBEE-compliant enterprises. Requirements

• Quote for all items in the pricing schedule (3 months back search + 1 media analysis report) and provide firm prices including VAT.
• Accreditation/registrations: CSD registration; SARS Tax Clearance; VAT status if applicable; BBBEE certificate or sworn affidavit.
• Pricing and procurement rules: prices in ZAR, inclusive of VAT; no price increases during the contract; 30-day bid validity.
• Compliance documents: complete MBD 4, MBD 8, and MBD 9; declaration of interest and past SCM practices as part of the bid.
• Specific goals: comply with 80/20 evaluation with goals for Black-owned (51%+) and Women-owned (51%+) businesses, plus Johannesburg jurisdiction and/or SMME status; provide proof (CSD, BBBEE, municipal address, etc.).
• Subcontracting: disclose if subcontracting >25% and attach subcontractor BBBEE certificate if applicable.
• Additional delivery criteria: back-search of editorial coverage across print/online/broadcast for Q1 2025; deliverables in Excel (hyperlinks, AVE, sentiment, etc.) and a PowerPoint media analysis.
