Les OSC doivent fournir leur meilleure proposition technique et leur meilleure répartition financière (dans les limites du budget) dans une seule enveloppe (en indiquant clairement les frais généraux proposés). L'évaluation de toutes les propositions techniques sera effectuée, conformément aux critères d'évaluation décrits ci-dessous, et l'institution qui obtient la note technique la plus élevée sera sélectionnée.
