RED IRON ORE DUST STUDY: FIRST-PHASE RAPID ASSESSMENT

Overview

Procurement of a rapid economic and technical mitigation study to assess red iron ore dust at Freeport Saldanha, delivering an eight-week, two-workstream analysis (economic/strategic assessment and technical mitigation options) with an engagement pack and final reporting. Bidders should have proven experience in port/logistics or SEZ environments and in dust/air quality management for bulk materials, with familiarity of South African port governance and regulatory frameworks.

Requirements

• Demonstrated experience in economic, investment or sector-opportunity assessments in port/logistics/SEZ settings.
• Demonstrated technical expertise in dust and air quality management for bulk materials handling (iron ore or minerals preferred).
• Company profile with at least three comparable assignments in the past five years, with client references.
• Familiarity with SA port governance and air quality regulatory framework.
• Core team proposal with roles (project lead, integrator, Workstream leads) and CVs/time allocation; key personnel not replaceable without written approval.
• Clear methodology showing integration of two workstreams; openness to Annexure A with a compliant alternative.
• Demonstrated experience in executive-level stakeholder engagement.
• Ability to deliver within eight weeks and meet D1–D5 milestones.
• Declaration of actual or potential conflicts of interest with Transnet Group, TPT, TNPA, iron ore producers or dust-control suppliers.
• Confidentiality, independence and ownership: all deliverables become Freeport Saldanha property on completion.
