Overview

Refurbishment of the Wastewater Treatment Works and Pump Station in Villiers/Qalabotjha – Phase 1 (MIG Schedule 6B). Open tender by MISA; CIDB grading of 6ME or higher; NEC3 Engineering and Construction Contract (Option B) with Bill of Quantities; compulsory briefing and site visit; bids due 22 July 2026. Requirements

• CIDB grading: 6ME or higher; proof via CIDB certificate; joint ventures allowed if each member is CIDB-registered and lead partner meets the grade.
• Compulsory briefing and site visit: attend as stated; sign attendance; addenda issued to attendees (see T1.1/T1.2).
• Key personnel: Contracts Manager and Site Agent (Electrical or Mechanical Engineering qualifications) with ND or equivalent and at least 5 years relevant water/sanitation experience; attach detailed CVs.
• Subcontracting >25%: provide valid B-BBEE certificate (SANAS) or sworn affidavit for EMEs/QSEs.
• Administrative/compliance: CIDB/CSD registration; SARS tax clearance status; returnable schedules (SBD 1, SBD 4, SBD 6.1) and related certificates; no state employees or conflicting interests.
• Evaluation: Phase 1 eligibility; Phase 2 functionality (minimum 60 points); Phase 3 price vs. specific goals (80/20); joint ventures to meet combined CGD thresholds.
• Returnables used for bid evaluation and contract: Schedule 1 (Experience), CSD Annexure, Certificates, Resolution for Signatory, Schedule of Completed Projects, etc. (see T2.1–T2.2).
