Overview

Procurement of refurbishment works for the Unit 3 Analyzer & Tower Buildings at Northern Works (City of Johannesburg Water). Bidders should be experienced in building refurbishments, hold CIDB grading 1GB, be registered on CSD, and meet safety, BBBEE, and financial/contractual prerequisites.

Requirements

• CIDB grading: 1GB (minimum).
• Returnable documents: Original Tax Clearance, BBBEE certificate or sworn affidavit, municipal rates in arrears check, completed MBDs (4, 6.1, 8, 9) and PDF on company letterhead.
• CSD registration and supplier number; proof of SARS tax clearance.
• Safety, health & environment: baseline risk assessment, induction, medicals, PPE, safe work procedures, letters of good standing, and a Safety File (Minimum SHE Requirements for Construction Related RFQ projects; see attached).
• Reference letter for similar work; ensure compliance with the Safety File, and insurance/compensation requirements.
• No bids from state-employed persons or tender defaulters; compliance with GCC, PPPFA, and Johannesburg Water policy.
• Pricing must be firm; include all taxes; completion and delivery terms to be stated.

How to Apply

• Submission: via the E-tender Portal (etenders.gov.za). See guide for login and upload steps (see “Guide: How to submit a response on the E-tender Portal”).
• Briefing: Compulsory site briefing 3 August 2026, 10:00 at Northern Works Waste Water Treatment Plant.
• Closing: 7 August 2026; document indicates 16:00 in the RFQ text (metadata lists 10:00). Submit before the closing time on the portal (see RFQJW042NS26-27).
• Documents to submit: MBD 3.1 (Pricing), MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points), MBD 8 (Past SCM Practices), MBD 9 (Independent Bid Determination), Tax Clearance, BBBEE, CSD/Supplier Number, company registration documents with ID copies, and the complete BOQ/specs (PDF).
• Pre-qualification: Central Supplier Database, CIDB 1GB, valid tax clearance, and POPIA/privacy forms as applicable.
• Safety: Include the Safety File and baseline SHE documentation (Minimum SHE Requirements for Construction Related RFQ projects).
