Requirements

• CIDB: 4GB+ or capable of registration before evaluation; joint ventures allowed with lead partner 3GB+ and combined rating meeting 4GB+.
• Legal status: bidder must be a legal entity or partnership/consortium; Joint Venture Agreement required.
• Registrations: active CIDB status through award; proof of CIDB certificate; registration on National Treasury Central Supplier Database (CSD) with tax matters in order.
• Documentation: fully completed Form of Offer and Acceptance; SBD 4 (Declaration of Interest); SBD 6.1 (Preference Claim); POPIA consent; proof of CIDB/CRS; local production declarations as applicable.
• Procurement rules: three-phase evaluation (Functionality, Administrative, Price/PPPFA) with 120-day tender validity.
• Other: confidentiality of documents; addenda acknowledgment; no alterations to tender documents except required corrections.
