Overview

Procurement of the Regional Bulk Water Supply Scheme Ermelo Cluster 1 (Work Package 2) in Msukaligwa Local Municipality, involving construction of pipelines, water reticulation, and related works. Requirements

• CIDB contractor grading of 8CE or higher (or capable to register within 21 working days); joint ventures eligible if each member is CIDB-registered by deadline and lead partner meets 8CE+.
• CIDB, CSD, SARS tax compliance: SARS PIN, CSD number, and related certificates; bidder must be tax compliant.
• Mandatory documentation: SARS PIN, company registration, current municipal account, CIDB certificate, CSD Summary, Workman’s Compensation, bank details with a bank confirmation, and related forms (see Returnable Documents).
• No bids from persons in the service of the state.
• Submission is via sealed bid and must meet functionality requirements (Stage 1) and experience verification (Stage 2) before price/preference evaluation (Stage 3).
• Functionality threshold: minimum 72/104; mandatory experience criteria must be met (see Tender Criteria Tables A1–A4).

• Submission deadline: 30 September 2026 at 12:00 (hard copy in Tender Box; late bids not accepted).

• Documents to complete/submit: official bid forms (MBD7), SARS PIN, company registration, municipal clearance, CIDB, CSD, WCC, bank details, and CSD Summary; letter of intent from insurer for the performance bond.
• Pre-qualification/registrations: CIDB 8CE+; CSD registration; SARS tax compliance; municipal clearance.
• Briefing session: compulsory, 08 September 2026 at 11:00, Msukaligwa Local Municipality Ermelo Offices; attendance mandatory; read tender conditions; no tender documents provided at briefing; attendance must be recorded on-site.
