Overview

Registration of Consultants for Provision of Consultancy Services for Strategic Plans, Annual Development Plans Baseline Surveys, Policies. Kitui County Government invites eligible firms to prequalify as consultants to provide strategic planning, baseline surveys, and policy services for FY 2026-2028 (CGoKTI/Reg/002/2026-2028). Open to all in Category A, with AGPO-reserved categories in Category B.

Requirements

• Mandatory eligibility documents:
• Valid Tax Compliance Certificate
• PIN/VAT certificate
• Trading license
• Certificate of registration/incorporation
• CR12 or change of name
• IDs for Directors
• Confidential Business Questionnaire
• AGPO Certificate (where applicable)
• Complete all forms in the registration documents
• Technical/financial qualifications (Stage 2):
• Evidence of regulatory certifications (e.g., KEBS, NCA, ERB, ERC or relevant bodies)
• Company profile showing relevant experience and financial capacity
• Details of three referees with contract evidence (LPOs/LSOs)
• Audited accounts for last year or bank reference
• Litigation history
• Qualifications and CVs of three key personnel (minimum 1 year experience)
• Financial requirements (e.g., liquidity, average turnover) as specified in Section III (values to be inserted in the PDS)

How to Apply

• Prepare: Application Submission Letter, Eligibility declarations, Qualifications information, and any other documents listed in Section IV (Application Forms) of the Prequalification Document.
• Submission method and deadline:
• Submit in a sealed envelope clearly labeled with “Tender No. & Tender Description” to the Tender Box at the entrance of County Treasury– Governors Block, Kitui.
• Deadline: 17 September 2026 at 12:00 noon (local time) per the Prequalification Data Sheet; note metadata lists 2026-09-28 22:00 as a separate deadline—verify with the Procuring Entity. (CGoKTI/Reg/002/2026-2028)
• Late submissions will not be accepted.
• Clarifications: Questions in writing by 17 September 2026; responses published as appropriate. Site visits/Pre-application meetings are not indicated (N/A).
• Tender opening: Deputy Governor’s boardroom. Prequalification results will be communicated in writing.
