Overview

Registration/Prequalification of Contractors for Roads and Civil Works Category NCA 8 and above for the County Government of Kitui. Open to all with NCA 8+ in roads/civil works; Category B items are AGPO-reserved (Youth, Women & PWD).

Requirements

• Mandatory eligibility (Stage 1): valid Tax Compliance Certificate, PIN/VAT, Trading License, Certificate of Registration/Incorporation, CR12, IDs of directors, Confidential Business Questionnaire, and AGPO certificate where applicable.
• Technical qualifications (Stage 2): evidence of regulatory certifications (KEBS, NCA, ERB, ERC or equivalent), company profile with experience and finances, three client referees with contract evidence, audited accounts or bank reference, litigation history, and CVs for three key personnel.
• Financial: demonstrate liquidity/financing capacity, adequate working capital, and minimum average annual turnover; 80% completion threshold for contracts to count as substantial completion.
• JV rules: each member’s qualifications counted; no tendering as a sole entity and JV for the same contract; specialized subcontractors may be used with appropriate qualification additivity.
• Other: no conflicts of interest; non-debarment by PPRA; compliance with procurement and anti-corruption laws.
