Overview

This procurement invites eligible candidates to register as suppliers for goods, works and services for Bungoma County Government for FY 2026/2027 & 2027/2028 (two years). It is a prequalification/registration exercise across multiple categories, with open and AGPO-reserved slots and potential framework contracts. Current suppliers must reapply. The submission deadline is 28 July 2026 (10:00).

Requirements

• Mandatory registration documents (Stage 1, YES/NO): Form of Tender, Tax Compliance Certificate, PIN/VAT, Trading License, Certificate of Registration/Incorporation, Confidential Business Questionnaire, sequential pagination, company profile.
• Eligibility and ethics: open to all eligible bidders (including AGPO groups); due diligence; strict rules against corrupt/fraudulent practices; officers’ premises may be inspected.
• Technical evaluation (Stage 2): supplier availability data; proof of office premises; years in business; three client referees with evidence; regulatory certifications; qualifications and CVs for three key personnel; financial details (PAYE holder, bank, branch, account); litigation history; audited accounts or bank reference.
• Groups and access: categories may be open or reserved (AGPO; youth, women, persons with disabilities); up to three categories per applicant.
• Compliance: binding to statutory requirements and high professional/ethical standards; all documents must be bound, paginated, and complete.

How to Apply

• Categories: register for the listed GOODS, WORKS and SERVICES (01–17) and framework contracts (where offered) per the two attached tender PDFs.
• Obtain documents: free from the PPIP Portal or Bungoma website (see attached documents for details).
• Prepare: complete all registration forms; ensure pages are bound and serialised; provide required attachments (e.g., company profile, registrations, tax docs, bank references, agpo docs if applicable).
• Submission: submit sealed, clearly marked envelopes to the Chief Officer Finance, County Government of Bungoma, by 28 July 2026, 10:00 am; allow one representative per bidder at opening; late submissions will be rejected.
• What to attach (examples): Registration/Evaluation Tool, Confidential Business Questionnaire, Application Form, Statutory Compliance, Audited Accounts or bank reference, AGPO attachments if applying under disadvantaged groups (see Eleventh Schedule).
