Requirements

• CIDB category: 7 CE/GB or higher.
• Valid company registration and CIDB registration; joint ventures allowed with lead partner 7 CE/GB or higher.
• SARS Tax Clearance (PIN) or Tax Compliance status; CSD number if no TCS.
• Certified BBEE or sworn affidavit; VAT registration and PIN.
• Proof of relevant experience with references; proof of public liability insurance min R5 million.
• Current municipal account (rates/taxes) not older than 3 months; certified IDs of directors/owners.
• No service-of-the-state affiliation; track record with no outstanding municipal/default issues.

How to Apply

• Submission deadline: 31 August 2026 at 12:00. Submissions must be in a sealed envelope marked with Tender No. 8/2/1/636 and deposited in AbaQulusi’s Tender Box, Cnr High & Mark Streets, Vryheid (T1.5).
• Submission method: hard-copy tender offers only; no telegraphic/telephonic/e‑mail submissions; two-envelope system not used (F.2.13.5–F.2.15).
• Documents to complete/submit: use official forms (MBD1, MBD4, MBD6.1, MBD8, MBD9) and all returnable schedules; attach CIDB proof, tax clearance, CSD/SARS details, B-BBEEE, and related certificates (T1.20–T1.42).
• Pre-qualifications: CIDB grading, tax compliance, CIDB registration for JV or lead partner, and SMME development commitments (T1.7, T1.12, T1.16).
• Briefing/clarification: compulsory clarification meeting for all tenderers; attendance must be certified (T1.19).
• Where to obtain bid documents: self-downloaded from the e-tender portal and municipal website; procurement documents cost R2,000 at the cashier, or R1,500 if printed from the e-tender portal (T1.5).
