Overview

Rehabilitation of Jim Payne Drive is a construction contract (GKM 07-26/27) for CIDB 5CE or higher bidders. Requirements

• CIDB registration 5CE or higher; joint ventures must meet CIDB rules and provide JV agreements.
• Compulsory site briefing attendance; Form A4 certificate required.
• Labour-intensive requirements: EPWP-based scope, NQF 5/7 for supervisory staff, minimum supervisor:worker ratio 1:15, minimum labour content with defined job opportunities and training days.
• Health and Safety: compliant Health and Safety Plan; OHASA 1993 and Construction Regulations 2014.
• Tax and registrations: CIDB active; CSD registration; SARS Tax Compliance Status (PIN/TCS); proof of municipal rates for company and directors; no outstanding municipal charges beyond 90 days.
• Returnable documents: MBD forms (1, 2, 3.1–3.3, 4, 6.1, 8, 9), CIDB proof, CSD, Tax PIN, rates proof, Health and Safety Plan, JV documents if applicable.
• Preference points: 20 points for specific goals (Ownership, RDP). Price and other credentials evaluated per tender rules.
• Price validity: at least 120 days.

• Attend compulsory site briefing: 13 August 2026, 11:00, Adam Kok III Building; sign Form A4.
• Prepare and submit via the Bid Box at the Adam Kok III Building, 75 Hope Street, Kokstad. Label the envelope with Tender Number GKM 07-26/27 and title.
• Submit one original copy; no electronic submissions accepted; late bids not considered.
• Ensure all mandatory forms are completed (MBD1, MBD2, MBD3.1–3.3, MBD4, MBD6.1, MBD8, MBD9) and supporting documents are included (CIDB, CSD, SARS PIN/TCS, rates proofs, Health and Safety Plan, JV agreements if any).
