Overview

Rehabilitation of Kommissie Street, Small Street and Bree Street in AbaQulusi Local Municipality. Open to civil engineering contractors with CIDB category 7 CE/GB or higher, capable of street rehabilitation, with on-site management capability, required registrations, and relevant experience (minimum minimum documents and insurance as listed).

Requirements

• CIDB grading of 7 CE/GB or higher (or equivalent capability)
• CIDB registration or ability to be registered prior to evaluation
• Central Supplier Database registration and MBD returnable documents
• SARS Tax Clearance PIN (or tax clearance) and VAT registration details
• BBBEE certificate (or Sworn Affidavit) and proof of HDI equity if claiming points
• Valid company registration documents; joint venture agreements if applicable
• Proof of public liability insurance min R5 million
• Municipal rates/water/electricity account current (not older than 3 months)
• ID copies of directors/owners; proof of address; references for similar works
• Proof of compliance with COID (Department of Labour)
• Proof of CIDB grading and CPD-related documentation as applicable
• Compliance with the state-avoidance, declaration of interest, and SCM rules (MBD forms T1.x)

How to Apply

• Obtain bid documents from the E-tender Portal (www.e-tenders.gov.za) or AbaQulusi website; costing: R2,000 at municipal cashier or R1,500 via portal print (see T1.1/T1.5). (See attached document references.)
• Submit one original tender offer in a sealed envelope to the Tender Box: AbaQulusi Local Municipality, c/o Mark & High Streets, Vryheid 3100, clearly marked Contract 8/2/1/634 and closing 31 August 2026 at 12:00. No late, telegraphic, or fax submissions. (T1.5)
• Attend the compulsory clarification meeting/site briefing (certificate of attendance required). (T1.19)
• Provide all returnable documents and MBD forms as specified (MBD1, MBD4, MBD6.1, MBD8, MBD9, etc.). Returnable documents include CSD proof, CIDB proof, tax clearance, and certifications. (T1.12–T1.42)
• Tender validity: 90 days from closing date. Evaluation: 80/20, with 20 for specific goals; minimum 56/100 for functionality to progress. (T1.16–T1.18)
