Overview

Requirements

• Integrity and Eligibility: bidders must not be debarred; must sign and submit a Certificate of Independent Tender Determination; no conflicts of interest; anti-corruption and procurement integrity compliance.
• JV/Consortium Rules: joint ventures allowed with liability shared; JV must nominate a representative; special exemption processes apply for competition authority, if applicable.
• Other: all bids must meet general eligibility, avoid ties to competing consulting services, and adhere to all tender- and contract-formation requirements (as set in the tender documents).

How to Apply

• Deadline and submission: hard-copy tenders must be delivered to Kenya Rural Roads Authority, Nairobi, by 14 October 2026 at 11:00; electronic submissions are not permitted (Invitation to Tender).
• Tender documents: obtain/download from www.kerra.go.ke and www.tenders.go.ke for free; if downloaded, send particulars to procurement HQ for clarifications (BLANK TENDER DOCUMENT).
• Tender security: provide a tender security (amount specified in the tender data sheet; approx. KSh 1.0–1.5 million depending on the document).
• Required documents: Form of Tender, priced Bills of Quantities, Tender Security or Securing Declaration, JV agreement (or letter of intent to form JV), qualifications/evidence, technical proposal, and any other documents listed in the Tender Data Sheet.
• Pre-tender/site requirements: pre-tender site visits are open and mandatory; bidders must obtain a Pre-tender Site Visit Certificate signed by the relevant KeRRA Regional Director (site-visit details available via the Long Advert).
