Overview

Relocation and Migration Plan services to develop and manage a comprehensive relocation plan for housing development projects within Winnie Madikizela-Mandela Local Municipality. Suitable bidders are experienced consultancies in urban/housing planning, relocation, stakeholder engagement, and GIS/mapping, with professional registration (SACPLAN and/or SAGC). Qualifying teams should include a Team Leader (Professional Planner) and specialists in environment, GIS, and related planning fields; demonstrate relevant project experience and provide CVs and proof of registration.

Requirements

• Mandatory qualifications: GIS/Town and Regional Planning registration with SACPLAN and/or SAGC, and a project team including a Professional Planner as Team Leader plus an Environmentalist and GIS Practitioner; submit team CVs and proof of professional registration.
• Deliverables and scope: Inception Report, Stakeholder Mapping Register, Beneficiary Verification, Site Assessments, Relocation Strategy, Draft and Final Relocation and Migration Plan, implementation schedules, budgets, and both hard and soft copies plus spatial maps and shapefiles.
• Compliance: Complete and sign MBD1, MBD4, MBD6.1, MBD8, MBD9; provide CIPC, tax clearance (PIN) or CSD, proof of VAT registration if applicable; 100% local content; no undisputed municipal arrears; JV requirements if applicable.
• Evaluation: 80/20 preference points (price vs. specific goals) with a 70% functionality threshold to progress; must include related project experience and plans.
