Overview

Procurement of Rendering Training Services on Learner’s and Driver’s Licence for 26 Officials. The Eastern Cape Department of Agriculture invites service providers to bid an RFQ to deliver theory and practical driving training for 26 officials, including learner’s and driver’s licences, over at least 10 days (Learner’s) and 25 days (Driver’s). The provider must operate a conducive learning yard/venue and maintain a fleet of 3–10 vehicles, supply learning materials and photos, arrange eye tests and DLTC bookings, and ensure vehicles are roadworthy (HO-26/27-0115 PDF).

Requirements

• Eligibility and compliance
• Register on CSD and LOGIS; tax/compliance checks (CSD/PIN required); attach required documentation; JV agreements if applicable.
• Documentation and forms: complete all returnable forms (SBDs, ECBD 1/4/6.1, Pricing Schedule) in black ink with no corrections; ensure authority certificates and schedules are signed.
• Experience and qualifications
• Company must have substantial experience in learner’s and driver’s licensing with references (minimum points for 4+ years).
• Facilitator qualifications: valid Learner’s and Driver’s Instructor certificates; DLTC registration and fingerprints; valid driver’s licence; roadworthy vehicle certificates.
• Operational capabilities
• Fully equipped yard/venue; 26 participants; fleet 3–10 vehicles; learning materials; ID photos; eye testing arrangements; DLTC test bookings; driving practice (including a second-chance provision).
• Vehicle compliance
• Vehicles must be roadworthy and registered; fleet suitable for practical driving lessons. (Refer to attached HO-26/27-0115 PDF for full specifications.)
