Overview

This procurement invites property owners to express interest in renting fully furnished houses to accommodate Seventeen (17) Volunteer Chinese Teachers (COHORT 2027). Proposals cover units in Curepipe, Quatre Bornes, Ebene and Rose Hill, in configurations from two to five bedrooms (plus a duplex option) with specified sizes and amenities. Bidders are owners with legal and financial capacity to lease; the MOEHR may shortlist to issue an RFP. The contract terms include a January–November 2027 lease; rates are firm and include water, VAT, syndicate fees and taxes, but exclude cleaning services and electricity (electricity charged to the user and cleaning quoted separately). Requirements

• Legal ownership and financial capability to lease; mandatory information per paragraph 7 (Profile of Proprietor, location plan, proof of ownership, details of associations, prior lease experience) (EOI/Bidding Document).
• Buildings must meet: 5-bed unit (250–300 m2), 4-bed unit (200–249 m2), 3-bed unit (150–199 m2), 2-bed unit (75–149 m2), or 3-bed duplex (150–199 m2); each with living/dining/kitchen, 1–2 toilets, 1–2 bathrooms; essentials: water, lighting, WIFI, A/C, weekly cleaning; fenced with gate and CCTV; BEDROOMS furnished (bed, wardrobe, office table, chair); yard maintenance by landlord (Bidding Document).
• Location eligibility: Curepipe, Quatre Bornes, Ebene, Rose Hill; access to bus stops recommended (EOI/Bidding Document).
• Rates: firm for contract period; include water, VAT, syndicate fees; exclude cleaning and electricity; cleaning quoted separately (Bidding Document).

How to Apply

• Submit Expression of Interest in sealed envelope, two sets (original + 1 copy), marked with the project ref and title, to the MOEHR Chairperson, Departmental Bid Committee, MITD House, Pont Fer Phoenix, by 25 September 2026 at 10:30 local time (submission by post allowed) (Procurement Notice; EOIs) and deposit in the Bid Box (Bidding Document).
• Include mandatory documents: proprietor profile, location plan, proof of ownership, details of associations, prior lease experience (EOI/Bidding Document). Note: financial proposals are not to be submitted (EOI).
