Overview

This tender seeks to rent office space with amenities in Port Louis (210–220 m²) to accommodate the Muslim Family Council, under a Long Term Arrangement (3 years with renewal). Bidders should be owners or authorized lessees of suitable reinforced-concrete premises in central Port Louis, preferably ground floor, ready for partitioning, with parking, disabled access, fire safety compliance, and required utilities.

Requirements

• Office space 210–220 m² (max 220 m² paid; 210–220 m² targeted).
• Location: central Port Louis, easily accessible by public transport; within ~800 m of bus stop, post office, police station; parking for at least 5 vehicles.
• Ownership/authorization: evidence of building ownership or valid lease authorization; not associated with firms that prepared bidding documents; not barred by Mauritius law.
• Conformity to bidding documents: detailed description of premises, fire safety, accessibility, and not encumbered; not under restrictions.
• Facilities and safety: reinforced concrete building; security, emergency exits, burglar-proof openings; 4 toilets (2 female, 2 male); water, electricity, telecom, air conditioning; 1500 L water tank with pump; painting; partitioning after award at lessor’s cost; compliance with health, safety, and welfare regulations.
• Clearances: pre-award clearance considerations from police, fire service, occupational health and safety, traffic/energy/valuation ministries, etc.
• Financial/contract terms: bid in Mauritian Rupees; validity 90 days; rent exclusive of utilities; monthly payments; no advance payments.

• Deadline: Tuesday 22 September 2026 at 14:00; bids opened 14:05 the same day (Procurement Notice/Bidding Document).
• Submission method: sealed envelope/bid box at Civil Status Division, 7th Floor, Emmanuel Anquetil Building, Port Louis. Bids by email/fax will not be considered.
• Documents to submit (from Bid Submission Form Package): Bid Submission Form; Compliance Sheet; evidence of ownership; site plan and drawings; ownership/organization documents (TAN, BRN, IDs or passports as applicable); bank statement; signatures and company seal.
• Pre-qualifications: evidence of ownership or lease authorization; conformity to technical and legal requirements as per Section II of the Bidding Documents.
• Where to obtain documents: via Public Procurement Portal or from the Civil Status Division (7th Floor) (Procurement Notice).
• Clarifications: requests in writing to the Secretary, Departmental Bid Committee, at least 14 days before the deadline (Procurement Notice).
• Site inspections: PMO may conduct site visits or due diligence prior to award; bids may be rejected if non-compliant (per ITB/Evaluation notes).
