  • Foreman: NQF Level 4 in Civil Construction/Building; 5+ years (10), 2–4 (5), 0–2 (0).
• Methodology/Construction Programme: detailed construction schedule (Gantt or equivalent) covering activities, timelines, critical path, plant and labour; 20 points.
• Scoring: 80/20 (price vs. specific goals); minimum 50% per segment; 70 total points.
• Specific goals (RDP ownership, local promotion, etc.) and ownership proof; total 20 points.
