REQUEST FOR ACCREDITATION (RFA): PANEL OF TRAINING SERVICE PROVIDERS FOR A PERIOD OF THREE (03) YEARSClosed

Overview

This RFA seeks accreditation of a panel of Training Service Providers (TSPs) for three years to deliver a broad range of learning and development interventions to Land Bank on an as-needed basis. Bidders can target one or more capability categories, spanning Executive Leadership, Banking/Finance/Agribusiness, Risk/Legal/Compliance, Digital/Data/AI, People & Organisational Capability, and more. Applicants must hold relevant accreditation (QCTO/SETA/CHE) and demonstrate capacity across chosen categories. The panel is non-exclusive and work is allocated on an ad hoc basis; a Service Level Agreement will apply if appointed (Annexure G).

Requirements

• Valid accreditation with QCTO / SETA / CHE (plus CPD, etc.).
• Select one or more capability categories to bid for; failure to select any category results in disqualification.
• Evidence of: company experience, category experience, facilitator capability, methodology, geographic reach, client references (Stage 2 adds up to 100 points). Minimum threshold: 70 points to proceed (Stage 1 mandatory; Stage 2 technical).
• Essential returnable documents: SARS good standing (or CSD), CSD registration, fully completed SBD 1 and SBD 4, and SBD 6.1 (BBBEE) at closing (document references in the RFA).
• Tax compliance: SARS PIN or CSD number; separate PINs for joint ventures/consortia.
• BBBEE/PPPFA compliance; Annexure I SBD 6.1 required (BBBEE and subcontracting information).
• Draft Service Level Agreement will govern engagements (Annexure G).

• Briefing: non-compulsory virtual session on 15 September 2026 at 11:00 via Microsoft Teams; questions due 15 Sept 16:00; responses 17 Sept (see T11-09-26).
• Closing: 01 October 2026 at 11:00. Submit to Land Bank Head Office Tender Box (Die Hoewes, Centurion); 1 original + 1 USB (see T11-09-26).
• Documents to submit: SBD 1, SBD 4, SBD 6.1, completed Annexures A–H where applicable (Annexure E references SBD 6.1). Include SLA considerations (Annexure G). Fax/email bids not accepted.
• Registrations/pre-qualifications: Tax Compliance PIN (SARS) and CSD or SARS PIN; ensure compliance for any consortium members (see 2. TAX COMPLIANCE).
