Overview

Procurement of a service provider to secure a suitable Bhisho office space for SITA Bhisho through an operating lease for five years. This open-tender by the State Information Technology Agency targets landlords/property owners and managers capable of delivering ~530 m2 of corporate space with ~30 parking bays, and who can meet SA building, safety and accessibility standards. Requirements

• Pre-qualification and registrations
  • Must be registered on National Treasury’s Central Supplier Database (CSD) and provide tax/compliance status (PIN) per SARS rules; SBD returnables required. (Annexure 5B)
• Technical/space qualifications
  • Office space approx. 530 m² with 30 parking bays; building graded B to A; proof of ownership or approved management/sublet arrangement; approved building plans; occupancy certificate; electrical/plumbing certificates; tenant installation and beneficial occupation provisions; disability access and associated facilities. (Annexure 1)
• Compliance and contracting
  • Sign up to Government Procurement GCC and Special Conditions; provide all mandatory returnables (SBD 1, SBD 4, SBD 6.1) and evidence for preferences; consent to data processing under POPIA; adherence to all bid conditions and potential site/financial diligence. (Annexure 5B)
• Evaluation prerequisites
  • Demonstrate location and suitability via technical functionality criteria; attend non-compulsory briefing; site inspection as part of Stage 4; adhere to 60% minimum thresholds in functionality. (Annexure 1)
