Overview

The Airports Company South Africa (ACSA) invites bids from a Multi-Disciplinary Business Consultancy Firm to establish and operate a Programme Management Office (PMO) and provide organisational turnaround implementation support across ACSA. The engagement targets enterprise-wide programme coordination, governance, reporting, and capability transfer, with an initial focus on priority areas such as Capital Delivery, Commercial and Cargo optimisation, and Procurement/SCM.

Requirements

• Fully completed and signed SBD 3.3: Priced offer; 120 business-day validity.
• Tax and supplier compliance: SARS Tax Compliance Status PIN, with transferability if a consortium; where no TCS PIN is available, provide a CSD number.
• Team qualifications for key roles (CVs per Schedule B): EPMO Lead, Capital Delivery Lead, SCM Lead, Commercial Lead, Change Management Lead, plus additional specialist capability; where applicable, NQF Level 7 degrees and years of relevant experience.
• Demonstrable capability: mobilisation, governance, integrated planning, risk/dependency/benefits tracking, and change management; referenceable projects and contactable references.
• Mandatory briefing attendance; clarification window and bid submission in accordance with the tender documents.

  • Include SBD 3.3 pricing, Schedule B CVs for proposed personnel, Schedule A contactable references, and tax/compliance documentation.
• Compulsory briefing: 30 September 2026, 14:00 via Microsoft Teams (join link in metadata); attendance is mandatory (see Tender document 1.4). Site inspection not applicable.
• If shortlisted, be prepared for post-award contract signing and potential negotiations; contracts align with the 2015 Services Agreement framework (see attached Annexures for detailed terms).
