Overview

ACSA seeks bids for the provision of Specialised Fire Fighting vehicles with an Ultra high-pressure extinguishing system for a 36-month term. The scope targets manufacturers and suppliers of specialised rapid intervention vehicles (RIV) with UHPE systems, including delivery, fitments, branding, licensing, warranties, and after-sales support. The procurement is non-exclusive and employs a multi-stage evaluation (mandatory, functionality, price + preferences).

Requirements

• OEM confirmation: letter from the Original Equipment Manufacturer confirming vehicle design and after-sales support (Stage 1 requirement). (see Tender document for Services - Speciliased fire fighting Vehicles.pdf)
• Manufacturing capacity: ability to manufacture at least four RIVs with UHPE within up to eight months; include a detailed Preliminary Scope of Programme.
• Technical compliance: 100% Declaration of Compliance to Technical Specifications (Appendix C) for the Specialised rapid intervention vehicle with UHPE; ensure key specs (engine, drive train, ultra-high-pressure pump) are met.
• Experience: provide up to three reference letters demonstrating relevant supply/delivery experience; minimum thresholds apply for scoring.
• Pricing and delivery: submit the Appendix A pricing schedule; include lead times and delivery dates.
• Returnable documents: complete SBD forms (SBD1, SBD3.3, SBD4, SBD6.1), confidentiality/NDAs, BBBEE certificate or affidavit, VAT questionnaire, tax PIN or SARS TCS/CSD details, company/ID documentation.
• Compliance and governance: adherence to PFMA context, security vetting may apply; bid validity requested for ~120 business days.
