Overview

Upgrading of the Intabazwe Rising Main: appointment of a contractor to complete the outstanding scope of work on a water infrastructure project. Bidders should be civil-engineering contractors with CIDB grading 6CEPE (or 7CE) or higher, no joint ventures, and the capability to supply or manage valve/pipeline components per SANS/SABS specs.

Requirements

• CIDB: contractor grading 6CEPE or higher (7CE or higher if applicable) and no JV eligibility.
• Registrations/qualifications: CIDB, National Treasury Central Supplier Database (CSD) registration, SARS tax clearance with valid PIN, municipal rates clearance or lease with rates certificate, and returnable documents certified by a Commissioner of Oaths.
• Standard documents: complete SBD1, SBD4, SBD6.1; submit Form of Offer and Acceptance; acknowledgment of addenda (Addenda 1–4).
• Technical/quality: compliance with SABS/SANS specs (SABS 1200 family) and OH&S/Environmental management (Addendum 4 and OH&S plan) with requisite OH&S file.
• Local content: ED CPD and local enterprise preferences; subcontracting to local areas where possible with CIDB-grade-appropriate subcontractors.
• Schedule/price: BoQ includes CPA of 10%, contingencies of 10%, and VAT of 15% (Addendum 4).
• Additional: Contractor Project Management Plan, construction programme, and safety/community provisions as per Addendum 3.

• Briefing: compulsory 13 August 2026 at 11:00, 02 Mzuzu Street, Pellissier, Bloemfontein.
• Submission method: electronic bid submission to bids@vcwater.co.za (and/or portal as advised).
• Documents to submit: SBDs (1, 4, 6.1), Form of Offer, returnable documents, CIDB proof, CSD/Tax clearance, municipal rates, UIF where applicable, and proof of local partner/subcontractor capacity.
