Overview

Procurement of a capable service provider to review and re-register specified Occupational Certificates and related Part Qualifications (SAQA IDs 103277, 103270, 118733, 102317). The project supports SAQA/NQF alignment under the New Ministerial Determination via merSETA’s qualification development process. Who should bid: firms with qualifications development expertise in the Education and Training sector, SAQA/NQF procedures, and demonstrated ability to deliver multi-deliverable projects per the Scope of Work (18–24 months).

Requirements

• Proven experience in occupational qualifications and skills programme development; provide CVs; minimum 3 years’ relevant experience (4+ years = 20 points).
• Capacity to deliver: submit a detailed project plan/methodology with timelines, phases, outputs aligned to the Scope of Work (20 points).
• References: 5 relevant letters in Education/Training for QDF/TWG work (up to 30 points).
• Administrative/compliance: CSD registration number; VAT; tax clearance; BBBEE certificate; fully completed SBD forms (4, 6.1, 7.1); health certificate; and adherence to GCC/SCM terms.
• Deliverables: scoping meeting, occupational profiles, Qualification Document, Curriculum Document, QAS/QASA, final verification, and close-out reports.
• Pricing/awards: firm, VAT-inclusive pricing; 80/20 preference structure; potential to be appointed for whole or part; merSETA may conduct negotiations or site inspections.
