Request for Expression of Interest (EOI) for the Relocation of St Pierre Labour Office

Overview

Expression of Interest to lease office premises for relocation of the St Pierre Labour Office (approx. 2,260 sq ft / 210 m²), with an initial 3-year tenancy renewable for a further 3 years. Proponents with ownership or legal rights to lease/building and demonstrated financial/technical capacity to enter into a lease with the Ministry are invited. The EOI targets properties in the St Pierre region, with full specs in the attached Bidding Document, and may lead to a later Request for Proposal.

Requirements

• Building must meet technical specs: 2260 sq ft area; located in St Pierre; accessible to public transport within ~200 m; disability access with ramp or lift; emergency exit; security features (CCTV/alarms) or arrangements; parking: 3 staff slots, 2 visitor slots including 1 for disabled.
• Rooms and facilities: 1 common room for 4; 2 offices for PLIRO/SLIRO; mess; reception; 2 meeting rooms; multipurpose room for ≥20; server and storage rooms.
• Utilities/IT: electricity, water; telephone lines and internet in all offices and reception; internet in waiting area/IT corner/multipurpose room; at least 12 data points; 18 double electrical sockets (one per room).
• Amenities: toilets for staff and public; air conditioning in all offices and server room.
• Rental duration: available Jan 2027; 3-year term with 3-year renewal.
• Optional green features by bidder.
• Information to submit: Compliance Sheet; proprietor profile; location plan; proof of ownership; details of any joint venture; details of previous lease experience. Financial proposal not to be submitted.
• Note: EOI may be followed by an RFP to conclude a Lease Agreement with the Ministry (Bidding Document).

• Deadline: 11 November 2026 by 13:00 local time (Port Louis) (see Bidding Document).
• Submission: sealed envelope, two sets (original + copy) to The Permanent Secretary, Ministry of Labour and Industrial Relations (Labour Division) – Attn: Secretary for Departmental Bid Committee; Tender Box, Registry, 8th Floor, Victoria House, Cnr St Louis and Barracks Streets, Port Louis. Submission by post acceptable (Procurement Notice).
• Prohibited: Bids by email will not be considered.
