Request for Information on Fumigation of Government Office Buildings Specifications

Overview

This Request for Information (RFI) seeks inputs to develop minimum bid specifications for fumigation of Government Office Buildings across all government departments. Issued by National Treasury (OCPO, Strategic Procurement), it invites qualified pest-control service providers to contribute via an online RFI process and an industry-spec consultation meeting. Requirements

• Each offered product must have current product-specific registration under Act 36 of 1947; legally permitted for SA use; suitable for the target pest and application area; compliant with approved label, SDS, and with SANS 10206 and SANS 10133.
• Pest-control operators must be registered with the DALRRD and have verified experience; provide MSDS and be trained.
• Safety and environment: comply with Occupational Health and Safety Act, Hazardous Chemical Agents Regulations; maintain PPE, risk assessments, correct labeling, storage, transport, spill and waste procedures.
• Industry registrations: active SAPCA membership and PCSIB registration; adherence to SANS/ISO standards (e.g., SANS 10133, SANS 10014, SANS 10156) and quality/OS-HS management (ISO 9001/14001/45001).
• Documentation and records: maintain chemical registers, treatment records, and monthly reports; ensure traceability and expiry date management.
• Additional regulatory/compliance components include bee handling/removal, TOPS/permit considerations, and be familiar with banned/restricted pesticides per gazette lists.
